Laurinda MacKenzie Board Chair

About Laurinda

Laurinda Mackenzie is the Board Chair for the Virginia Garcia Memorial Health Center.  She also serves on the Board of Directors for Mutual of Enumclaw Insurance Company, chairing the Compensation and Benefits Committee. Laurinda was the Chief Executive Officer of Oregon Anesthesiology Group (OAG) for 5 and ½ years, retiring in 2016. Prior to becoming OAG’s CEO in 2011, she held a series of senior executive leadership roles at UnitedHealth Group, including Executive Vice President of OptumHealth Vision; Senior Vice President of Vendor Relationships for Specialized Care Services; and President and CEO of LifeEra Corporation.  Her extensive background in the complex and competitive healthcare environment has enabled her to bring a fresh perspective to the shared mission of Virginia Garcia.

Ricardo Palazuelos Board Vice Chair

About Ricardo

Ricardo Palazuelos, M. Ed. is a bilingual educator in the Forest Grove school district. He is also an independent IT consultant who deals with export management. As a parent in the Forest Grove School District, Ricardo serves on the Forest Grove School-Based Health Center Advisory Council.

Susan Feltstiner Board Treasurer

About Susan

Susan Felstiner is a Clinical Law Professor at Lewis & Clark Law School’s Small Business Legal Clinic, where she and her students provide business transactional legal services to small and emerging low-income businesses and nonprofit corporations.  In addition to her service on the Virginia Garcia Memorial Health Center Board of Directors, Ms. Felstiner is a founding member, past President and current Treasurer of the Oregon Hispanic Bar Association. In her free time, she enjoys fishing and boating adventures with her family.

Alejandra Aguilar Patient Representative

About Alejandra

Alejandra Aguilar is a teaching assistant for the Beaverton School District and has two daughters. She is currently studying along with one of her daughters to obtain her Master’s degree.  In addition to her work with Virginia Garcia, Alejandra has also served on boards for Centro Cultural, Bienestar, Housing Development Center, and the Forest Grove School District. She has served on the Virginia Garcia board since 2011.

Ann Barr-Gillespie Community Representative

About Ann

Ann E. Barr-Gillespie is the Vice Provost and Executive Dean of the College of Health Professions Pacific University, Hillsboro, Oregon. Ann was raised in Eugene, Oregon and currently lives in Portland, OR. She holds a B.A. in chemistry from Reed College, a M.S. in physical therapy from Duke University, a Ph.D. in ergonomics and biomechanics from New York University and a doctorate in physical therapy from the MGH Institute of Health Professions. She is a licensed physical therapist in Oregon. Her area of clinical and research expertise is occupational orthopedics, in which she specializes in work-related musculoskeletal disorders. Dr. Barr-Gillespie currently serves as a Board of Directors member of the Virginia Garcia Memorial Health Center (as Chair); Community Action of Washington County; the Tuality Healthcare Foundation; the Hillsboro, Oregon Chamber of Commerce; and the Oregon Healthcare Workforce Institute. She represents Pacific University on the Boards of the Oregon Collaborative for Integrative Medicine and the Beaverton Community Health Collaborative.

Dr. Barr-Gillespie joined Pacific University in June of 2010 as Vice Provost and Executive Dean of the College of Health Professions at the new Hillsboro Campus. The Health Professions Campus is home to approximately 1200 students and eight Schools, In collaboration with its Pacific University and Washington County community partners, the College of Health Professions distinguishes itself through programming that emphasizes person-centered, team-based collaborative care models of training and practice.

About Wilfredo

Wilfredo Figueroa is an electrical engineer for Intel, where he has worked since 1997. He and his wife are the parents of two active children. The family enjoys camping and Wilfredo serves as a Leader for his son’s Boy Scout Troop. Wilfredo is active in his church and also serves on the Coast Guard Auxiliary.
