Insurance options
Virginia Garcia accepts Medicaid, Medicare and private insurance. If you are uninsured you may qualify for the Oregon Health Plan. We have additional options for our uninsured patients below.

Eligibility & Enrollment
Oregonians are able to sign up for health insurance through the federal health insurance exchange. Depending on your income, you may qualify for a subsidized health plan, financial assistance for copays and premiums, or free coverage through the Oregon Health Plan (Medicaid in Oregon).
For assistance signing up for health insurance, call one of the following enrollment specialists at the clinic nearest to you.
Oregon Health Plan (OHP)
We will help you determine if you are eligible for coverage under the Oregon Health Plan (OHP). You will have the opportunity to meet with an Outreach Enrollment Specialist and they will walk you step-by-step through the enrollment process.
In order to determine if you qualify for OHP, we will need proof of income. Any of the below items are acceptable.

Insurance Options
Medicaid-Insured Patients
If you’re insured through Medicaid and have a Medicaid Open Card, you can be seen at any of our clinics. Those who have been assigned by Medicaid to a Managed Medicaid Plan must have a plan that is within the county where our clinics are located. We can assist you in changing your Managed Care Plan.
Medicare-Insured Patients
Virginia Garcia accepts Medicare and Medicare Advantage patients of all ages. We will ask for your co-payment by cash, Visa, MasterCard, or personal check. Patients with Traditional Medicare may apply for a discount to help with your 20% responsibility by bringing in proof of household income.
Private/Commercial Insurance
Virginia Garcia accepts all commercial insurance, unless you sign up for coverage through another provider (for example, Kaiser). If Virginia Garcia is not a preferred provider with your Insurance, we will still bill and receive payment from them and your cost will be the amount you pay for “Out of Network” services. We will ask for your co-payment by cash, Visa, MasterCard or personal check. You may qualify for a discounted rate by supplying us with household income. This may help with high deductibles or out of network co-insurance. We cannot waive co-pays but we can reduce co-insurance amounts depending on household income level.
Oregon Health Plan
Virginia Garcia Memorial Health Center works closely with state agencies and other community partners to ensure that all eligible individuals gain insurance coverage in our community.
We have several outreach staff who are trained and certified to assist people as they sign up for insurance through Oregon Health Plan. Insurance Eligibility Workers are available to assist community members at each of our clinics.
Uninsured Patients
If you do not have insurance, or your insurance doesn’t cover everything you need, Virginia Garcia Memorial Health Center offers a Sliding Fee Discount program which will lower your costs based on your income and household size. Even if you have insurance you may qualify for the sliding fee scale to help with copays. Please note that the Sliding Scale is not insurance and will only cover services at Virginia Garcia Memorial Health Center. If you have concerns about paying for your prescriptions, we have a Pharmacy Assistance Program that may be able to help.
To have your fees reduced with the sliding scale, you will need to provide proof of income. Proof of income may include pay stubs, tax returns, unemployment statements, letter from your employer, your social security statement, or other documents that will show your household income. If you do not provide proof of income, you may be charged full fees for your visit. If you do not have proof of income, please ask our staff about your options.

Virginia Garcia accepts the following:
Good Faith Estimate
You have the right to receive a “Good Faith Estimate” explaining how much your medical care, services and treatment will cost. By law, health care providers have to give patients who do not have insurance or who are paying for their health care without insurance an estimate of costs for treatment, items and services. You have the right to receive a Good Faith Estimate of the total expected costs for any non-emergency items or services. Virginia Garcia Memorial Health Center will provide you with a good faith estimate after you schedule your appointment. If your bill is at least $400 more than the Good Faith Estimate you received, then you have the right to dispute the bill. Please be sure to save a copy or picture of your Good Faith Estimate. Proof of income is not a requirement to be seen in our clinic. However, you will be asked to pay the full fee for any services provided to you at the time of your visit.
Services will be provided to you which will incur a charge that you may or may not be responsible for. The total charges for your visit may vary depending on the types of services which will be provided. The total charges rendered will range between $15 and $400. However, if you have insurance of any kind the charges will be billed to them. If you have a discount, your discount will be applied and will decrease this amount.
