Jon Down, Chair
Jon Down, PhD is a business school professor at the University of Portland’s Pamplin School of Business with teaching, research and consulting interests that blend strategy, entrepreneurship and innovation in technology environments. He has led numerous curriculum development efforts including a partnership between the University of Portland and Oregon Health & Science University to develop a graduate level program aimed at commercializing science and technology research. He also spearheaded the creation of new entrepreneurship programs at Oregon State University and the University of Portland. Other recent projects include a study of the State of Entrepreneurship in Portland and an examination of how firms achieve the right balance of strategic flexibility in their planning systems.
His interest in working with Virginia Garcia has its roots in work his parents did advocating for migrant worker rights in the 60s and 70s. His Ph.D. is in Strategic Management from University of Washington. He has an M.B.A. from Harvard Business School and a B.S. in Mechanical Engineering from Oregon State University. Jon travels widely and holds US and British citizenship.
Ellen Garcia, Vice Chair
As the Executive Director of Providence ElderPlace Portland, Ellen Garcia, MPH has leadership responsibilities for the only PACE Program of All Inclusive Care for the Elderly in Oregon. Prior to her current role, Ellen was Executive Director of Providence ElderPlace Seattle for 10 years. Dedicated to the growth of PACE nationally, she served as Chair of the National PACE Association Board of Directors from 2002-2008. She is currently on the NPA Board of Directors and has participated in many NPA committees and initiatives.
With a Masters of Public Health from the University of Hawaii, Ellen has over thirty years of health care experience in both acute inpatient and not-for-profit community settings, including 12 years directing hospices. She has successfully taken programs through accreditation by The Joint Commission and the transition to permanent PACE Provider status. Ellen has been appointed to Governors’ Task Forces in the States of Oregon and Washington addressing Long Term Care and Medicare/Medicaid Integration.
Among her leadership roles, Ellen has served in the following capacities: Member, SCAN Foundation “Dignity Driven Decision Making” Advisory Group; Board Member, Hospice Association of America; Nominating Committee, National Association for Home Care; President and Treasurer, Oregon Association for Home Care; Board Member, Virginia Garcia Memorial Foundation; and Board Member, Washington Adult Day Services Association.
Margaret R. Garza, Secretary
Margaret R. Garza is the Business Manager for the Washington County Department of Assessment & Taxation. She is the daughter of one of the Founding Families of the Virginia Garcia. She has a deep understanding of how small businesses work, given her 15 year career as a financial consultant in the Portland Metro Area. Also, possesses an insight to public service, given her 25 years of service to both City and County positions. She possess degrees in Business Administration and Spanish Literature from Lewis and Clark College. She is active in her community, and is currently serving in different capacities for Centro Cultural de Washington County, Virginia Garcia Memorial Health Clinic, Tuality Hospital, St. Anthony’s Catholic Church and St. Alexander’s Catholic Church. She and her husband, Armando, have two beautiful girls that they absolutely love and adore.
I have chosen to serve on this board to hopefully make a difference, and carry on the legacy of the founding families – un lugar (medico) para atender a nuestras familias.
Matt Austin, Treasurer
Matt Austin is a seventh generation Oregonian and works as a Product Manager for Delivery Systems at his family’s business, A-dec. In addition to his role at A-dec, a global leader for dental equipment solutions, Matt is involved with the Austin family’s other business ventures, including Springbrook Properties, a 450 acre development in Newberg, Oregon, and The Allison Inn & Spa, an 85 room boutique resort in the heart of Oregon’s Wine Country. Matt also co-founded a fitness and training center with his wife, Shannon, which they owned and operated together for 3 years.
Matt received his B.S. in Business Administration from the University of the Pacific and his MBA from the University of Notre Dame.
Matt resides in Sherwood with his wife, Shannon, and their two young children. He is active in Rotary, having held various leadership roles, including President of the Sherwood Old Town Rotary Club.
Lina Garcia Seabold
Lina Garcia Seabold is the owner and partner of Cornell Estates Living Center; Rosewood Park Retirement and Assisted Living Center; Rosewood Specialty Care and the Gardens at Washington Square, along with several other Senior Retirement facilities in Arizona and Utah. She along with her husband Steve, were owners of Seabold Construction Co. Inc., since 1984, now both retired from that company.
Lina is currently involved with Teatro Milagro/Miracle Theater in Portland and continues to be a patron of the arts. She has been actively involved with a variety of leading art, government, women and Latino associations, and some of Oregon’s leading public health organizations.
Lina received her Bachelor of Science degree at the University of Oregon in 1974. Prior to U of O, the Garcia family was one of twelve Latino families who migrated and settled in Washington County spurring the birth of several Latino organizations such as Virginia Garcia Health Clinic and Centro Cultural. Her Father, Jose D. Garcia, was a Founding Member of the Virginia Garcia Health Clinic.
Lina is an active artist focusing primarily on watercolors and multi-media collage. She loves to travel and explore towns, villages, old colonial haciendas and world heritage sites throughout Mexico. Lina enjoys nature and the Oregon coast and loves to spend time outdoors with her family… especially her two Grandsons.
Michele Hildrum is the Senior Retail Director at Nike for their Global Partnered Nike Stores. In this role, she works across functions to deliver
premium consumer experiences in stores. Michele has held a range of jobs in her past, including roles in Sales, Retail, Strategy, Finance, and even (long ago) as a ballerina! She has also worked across geographies, most recently serving in Emerging Markets, and previously lived in the Netherlands, serving Central and Eastern Europe.
Michele grew up in Texas and obtained her Bachelors in Business from the University of Texas and her MBA from Harvard. Outside of work, Michele spends time chasing her twin toddler sons and is passionate about the performing arts.
Anita Jackson, SPHR, brings over 25 years of professional experience in human resources, corporate communications and branding to her executive coaching and leadership development business, helping her acquire the extensive real-world knowledge and expertise needed to facilitate transformative change in her client’s personal and professional lives and in organizational culture initiatives.
Anita brings enthusiasm and experience in helping leaders overcome the obstacles that limit their success. She knows how to help organizations connect their mission with the people in the organization. One of her greatest joys was championing best workplace initiatives with the fruition of her employer being recognized as a Best Workplace in Oregon, during a time of extreme organizational change. She likes to guide her clients to become the kind of leaders who inspire commitment and loyalty in those they lead.
Anita holds the highest certification from the HR field, a Senior Professional in Human Resources
(“SPHR”), and the Society for HR Management certification (“SHRM-SCP”), is a Certified Executive Coach with the ICF-accredited Center for Executive Coaching, and is a certified DiSC behavioral assessment coach. In addition to her coaching and consulting practice, she speaks at national, regional and local conferences, seminars, workshops and universities.
Robert Luettjohann is a financial professional with over 23 years of experience providing sensible guidance to his clients, which have ranged from large corporate to small business. His professional expertise most recently includes serving as Senior Vice President/Chief Credit Officer of First Federal Savings and Loan of McMinnville working with many of Yamhill County’s non-profit organizations, business owners, and residents. Prior to joining First Federal, Robert was a Vice President and Lending Manager for Premier Community Bank in Hillsboro and a Vice President for Capital Pacific Bank in downtown Portland. Robert has been an Oregonian since 1993 and is originally from Tacoma, WA. He received a BA from the University of Washington where he studied Economics with a concentration in International Economics.
Lisa J Rowley
Lisa J. Rowley, RDH, MS, is currently program director and professor in the School of Dental Hygiene Studies at Pacific University. She is the founding director for Pacific’s bachelor degree dental hygiene program that focuses on access to care for under-served patients. The dental hygiene program provides students with extensive off-campus fieldwork experiences in a variety of public health settings including Virginia Garcia’s dental clinics. Lisa has worked in dental hygiene education for over 30 years in both faculty and administrative positions. She holds an AAS, BS and MS degree in dental hygiene and a second MS degree in organizational management. Lisa is an active member of the American Dental Hygienists’ Association (ADHA) and the American Dental Education Association (ADEA). She currently serves as Advocacy Director for the Oregon Dental Hygienists’ Association.
Gil Muñoz is the Chief Executive Officer at the Virginia Garcia Memorial Health Center. Gil has been Chief Executive Officer since 2001 and has been with Virginia Garcia since 1991. Under his leadership, Virginia Garcia Memorial Health Center has grown from serving 7,000 patients at two sites to now serving 36,000 patients at five primary care clinics, four dental clinics, four school-based health centers, and a mobile outreach clinic in Washington and Yamhill Counties.
Gil serves on the boards of directors/trustees of Northwest Regional Primary Care Association, OCHIN, Oregon Primary Care Association, Yamhill County Care Organization, Beaverton Collaborative Health Care and Tuality Healthcare/Tuality Hospital. Previously, he served on the boards of CareOregon, Loaves and Fishes, Oregon Health Policy Commission, and Tri-County Safety Net Enterprise. He holds a Master’s in Public Administration from Lewis and Clark College (1995) and a Bachelor of Arts in Economics from the University of Maryland (1984).
Gil and his wife Julie are the parents of two children and enjoy spending family time together.
Serena Cruz is the Executive Director of the Virginia Garcia Memorial Foundation where she oversees fundraising, public relations and community partnerships in support of the Virginia Garcia Memorial Health Center. Before joining Virginia Garcia in 2013, she co-founded and led a construction company for 5 years and before that served as a county commissioner for 8 years.
She currently serves on the boards of Chalkboard Project, Oregon Historical Society and NOW Oregon chapter. She earned her BA at Lewis & Clark College, her MPP at the John F. Kennedy School of Government at Harvard and her JD at the University of California at Berkeley. Serena was born in Seattle, raised in Eugene and now lives in Northeast Portland.
