Gil Muñoz, MPA

Chief Executive Officer

Gil Muñoz has been a cornerstone of Virginia Garcia Memorial Health Center since 1991, stepping into the role of Chief Executive Officer in 2001. Under his dedicated leadership, Virginia Garcia has dramatically expanded its reach and impact. What began with serving 7,000 patients at two locations has blossomed into a thriving organization employing over 750 people, managing a budget exceeding $120 million, and providing care to more than 52,000 patients across numerous primary care clinics, dental clinics, a women’s clinic, school-based health centers, and a mobile outreach clinic. Gil has spearheaded significant expansions, including new wellness centers in Beaverton, Cornelius, and Newberg, a Reproductive Health Clinic in Hillsboro, and multiple new school-based and primary care clinics.

Mark Millán, MSHA

Chief Operations Officer

Mark Anthony Millán joined Virginia Garcia Memorial Health Center as Chief Operations Officer in 2021, bringing with him over 25 years of extensive experience with Federally Qualified Health Centers across California, Oregon, Washington, and Hawaii. Prior to his current role, Mark held various leadership positions and consulted for numerous community health organizations, offering crucial guidance on everything from credentialing to health center operations.

Mark’s passion for health equity is deeply rooted in his upbringing. He proudly recalls working in the fruit and vegetable fields of California and the Pacific Northwest with his family from a young age, an experience that instilled in him the importance of hard work and ensuring high-quality healthcare access for everyone, regardless of the barriers they may face.

Dedicated to advancing healthcare initiatives, Mark has participated in various state and local committees. His contributions include serving on the Agricultural Worker Health Committee and the California Primary Care Association (CPCA) Managed Care Task Force. He has also been a member of the National Association of Community Health Centers (NACHC) for over twenty years.

Mark holds an Associate’s Degree in Business Management and Marketing, a Bachelor of Science in Health Sciences/Health Care Management, a Master’s in Health Care Administration from Trident University, and completed the Health Care Executive Program at the Anderson School of Business at UCLA. He is fluent in both English and Spanish.

Araceli Gaytan

Chief Financial Officer

Araceli Gaytan serves as Virginia Garcia Memorial Health Center’s Chief Financial Officer, overseeing all financial management for the organization. Having joined Virginia Garcia in 1987, Araceli brings decades of experience to her role. She is responsible for establishing and maintaining current accounting policies and procedures, ensuring compliance with federal and state regulations, and providing comprehensive financial reporting to the Boards, executive, and management teams. Under Araceli’s meticulous leadership, Virginia Garcia has consistently achieved clean, unmodified financial audits, a testament to her expertise and dedication.

Araceli’s financial acumen is recognized beyond Virginia Garcia. She sits on the Board of Trustees for the 501c3 Unemployment Trust.

Araceli holds a Business Administration Degree from the Universidad de Mexico. In her free time, she enjoys spending quality time with her daughter, friends, and family.

Laura Byerly, MD

Chief Medical Officer

Dr. Laura Byerly has been an integral part of Virginia Garcia Memorial Health Center since 1994, currently serving as Chief Medical Officer. With a deep commitment to serving underserved communities, Dr. Byerly’s medical proficiency is focused on family medicine and public health. In her role as CMO, she has championed initiatives to enhance the Center’s quality of care, notably through the integration of electronic health record technology and the systematic incorporation of dental, clinical pharmacy, and behavioral health services into medical care.

Dr. Byerly’s expertise is highly regarded throughout the state. She was handpicked by Governor Kate Brown as one of only two representatives from Oregon to serve on the Western States COVID Advisory Committee. Her past leadership roles include chairing CareOregon’s Quality Improvement Committee and co-chairing the clinical oversight group at OCHIN and the Yamhill Community Care Organization clinical advisory panel. Before joining Virginia Garcia, Dr. Byerly practiced at Portland Adventist Medical Center, St. Vincent Hospital Urgent Care Centers, and Portland State University’s Student Health Service.

Dr. Byerly earned her Doctor of Medicine degree from Oregon Health Sciences University, School of Medicine, and completed her post-doctoral training in Family Practice Residency at Oregon Health Sciences University. She is Board Certified by the American Board of Family Practice and licensed by the State of Oregon.

Rachel Li, M.Div

Chief People & Strategy Officer

In this role, Rachel guides human resources, marketing, learning & development, project management office, organizational effectiveness, government affairs, and data analytics.

Rachel is the sponsor of enterprise strategic planning, the Centered & Connected wellbeing program, and Virginia Garcia’s internal coaching program for leadership.

Her professional background spans healthcare, research, and academic settings. She holds a Master’s degree in Divinity from Marylhurst University and has achieved Senior-level certification from the Society for Human Resource Management. Further enhancing her expertise, she completed the Certified Professional Coach Program at the University of Miami and the Embodied Leadership program with Strozzi Institute.

Outside of her professional life, Rachel is a sports mom and aspiring tennis player. She cherishes time spent with friends and family, and enjoys reading and traveling.
