Reproductive Health Program

Virginia Garcia Memorial Health Center participates in the Oregon Reproductive Health Program, which provides reproductive health services to all patients, regardless of race, color, national origin, sex, sexual orientation, gender identity, age, disability, immigration status, or insurance coverage.

Patients and community members can access these services at any Virginia Garcia clinic or school-based health center.

What services do we provide?

Your choice of birth control method, including Emergency Contraception (EC)

Pelvic exams and Pap smears, if needed

R

Pregnancy testing and STD testing (if related to contraceptive method use)

R

Health education and counseling (reproductive and preventive health, contraceptive methods, STD/HIV risks, pregnancy counseling, infertility, domestic and sexual violence)

Pre-pregnancy counseling and pre-pregnancy support services (folic acid, vitamins, basic infertility counseling

Information and referral to other health and social services

Who qualifies for reproductive health services under RHP?

Individuals who are established with VG and have private or commercial insurance, or are on the Oregon Health Plan, are eligible for a wide range of services and are not limited to RHP select services.

Non-established patients or community members, who are seeking reproductive health services are limited to the following individuals:

R

Youth, women, and men.

R
Immigrant community members, regardless of immigration status.
R
Have the ability to become pregnant or to impregnate someone.

Financial assistance for reproductive health services.

Under the Oregon Health Authority’s Reproductive Health Program, Virginia Garcia Memorial Health Center is proud to be a Reproductive Health Care Certified Clinic. As such, we offer access to the Reproductive Health Access Fund (RHAF) to cover select services. Individuals who may be eligible for RHAF are those who:

  • Do not qualify for full Oregon Health Plan benefits
  • Are not US Citizens
  • Have insurance that may not cover or partially covers reproductive health services.
  • May have special confidentiality concerns.

Reproductive Health Program FAQs

What services can the RHP cover?

• Your choice of birth control, including Emergency Contraception (EC) and vasectomy.
• Pregnancy testing and STI testing (if related to contraceptive method use).
• Health information and counseling on reproductive and preventive health, contraceptive methods, STD/HIV risks, pregnancy counseling, infertility, domestic and sexual violence.
• Pre-pregnancy services including folic acid, vitamins, basic infertility counseling
• Pelvic exams and Pap smears (if also talking about birth control or talking about getting pregnant).
• Information and referral to other health and social services.

What are the requirements for this program?
You must be at or below 250% of the Federal Poverty Level, be able to get pregnant or get someone else pregnant, and not be enrolled in full-benefit OHP or Medicaid.
Am I eligible if I am not a US citizen?
Yes!
How old do I have to be to receive services?
In Oregon, minors of any age can access reproductive health care services and information from a licensed provider without parental or guardian consent. This includes services such as contraception, prenatal, postnatal and delivery care, miscarriage management, fertility care, and
treatments for sexually transmitted infections (STIs).
I have private/commercial insurance, but it doesn’t fully cover my service. Could I apply to get the remaining covered?
Yes! Your insurance would be placed as secondary insurance.
I have private/commercial insurance that fully covers my visit, but I’m afraid that someone will open my mail, or find out I got reproductive health services. Would this count as special confidentiality?
Yes! If you are concerned about your safety or well-being for seeking out reproductive health services, you can apply for funding. The visit would be billed directly to the Oregon Health Authority. Your visit will remain confidential, and no bill or explanation of benefits (EOB) will be mailed.
I am under someone else’s insurance, could I still apply?

Yes, if you meet one of the following criteria:
• Your insurance does not fully cover the visit.
• You are concerned about the primary insurance holder being notified of the visit.

What type of contraceptives do you offer?
We offer a variety of contraceptive methods including oral, intrauterine, injectables, and sub dermal implants.
I previously had a vasectomy or tubal ligation, could I still get services covered by this program?
Yes! The Oregon Reproductive Health Program recognizes that these sterilization services are not 100% effective and have expanded eligibility to individuals who have received these services.
I had a partial/full hysterectomy, can I still apply?
No. Unfortunately individuals with a history of this procedure no longer meet the requirement of “being able to get pregnant”.
I want to get a vasectomy, could this program cover it?
Yes! If you are interested in getting a vasectomy our Cornelius location currently offers this service.
I am not an established patient with Virginia Garcia, can I still get services?
Yes! For clinics to be eligible to offer this program, select reproductive health services must be made available to all regardless of patient status with Virginia Garcia Memorial Health Centers. These visits would only be for reproductive health services, you would not be able to get primary care or other specialized care due to these visits. It would also not make you an established patient. For Primary Care enrollment please contact the Call Center or visit a Virginia Garcia Memorial Health Center for further information.
Where can I get emergency contraception or pregnancy tests?
Emergency contraception (EC) and pregnancy tests can be obtained for free at any Virginia Garcia Memorial Health Center Pharmacy or School Based Health Center. Although these can be obtained by anyone, regardless if the person using them is present or not, we HIGHLY recommend having a consultation with a pharmacist. The EC offered is only effective for certain body mass indexes (BMIs). If you surpass the limit, we can get you a nurse visit within less than 4 hours to have a different EC prescribed to you.
I have pain and discharge, but do not have insurance. Can this cover my visit and labs?
No. RHP does not cover standalone visits for pelvic pain or STI screenings or treatment for symptomatic patients
I do not have symptoms but want to get a full panel done for STIs. Is that covered?
If the service is due to contraceptive use, trying to get pregnant, or preventing pregnancy then possibly. RHAF will only cover HIV, syphilis, and one test for chlamydia & gonorrhea for that visit. If you are seeking to get an oral or anal swab for either, RHAF will not cover those tests and will be out-of-pocket costs.
Do you offer free condoms?
Yes! You can obtain them from any of our pharmacies for free.
