Health care for everyone, no matter your income or insurance status

Virginia Garcia Memorial Health Center welcomes all patients. Whether you have insurance or not, we’re here to help you get the care you need.

We accept:

  • Oregon Health Plan (OHP/Medicaid)
  • Medicare and Medicare Advantage
  • Some private and commercial insurance plans

If you don’t have insurance, you may qualify for OHP or our Sliding Fee Discount Program to lower the cost of your care.

Note: We are not taking new patients with private insurance at this time. Please check with your insurance for other clinics accepting new patients. Seeing an in-network provider can help lower your costs and make care easier.

Oregon Health Plan (OHP/Medicaid)

If you qualify for OHP (Oregon’s Medicaid program), you can be seen at any of our clinics. If you have an OHP Managed Care Plan, it must be from the same county where our clinics are located.

Our Outreach and Enrollment staff are here to help. They can meet with you, explain your options, and help you enroll.
This is a free service, and you don’t need to be a Virginia Garcia patient to get help.

To see if you qualify, please bring proof of income, such as:

We accept Medicare and Medicare Advantage. Please bring your card and be ready to pay your co-payment at the time of your visit (cash, check, Visa, or MasterCard).

Have Traditional Medicare?
You may be able to get a discount on your 20% co-insurance if you bring proof of your household income.

Private/Commercial Insurance

If Virginia Garcia is not in your network, we will still bill your insurance, but your cost may be higher (called "Out of Network").

You will be asked to:

  • Pay your co-pay at your visit
  • Bring proof of income if you'd like to apply for a discount

We cannot waive co-pays, but we may be able to lower co-insurance costs based on your income.

Sliding Scale Discount Program

We never turn anyone away for not being able to pay.

Sliding Fee Discount Program
If you are uninsured or your insurance doesn’t cover everything, we offer a Sliding Fee Discount Program.
We offer discounts on your care depending on how much money you make and how many people live in your home.

You may qualify even if you have insurance, this can help with co-pays or out-of-pocket costs.

To see if you qualify, bring proof of income, such as:

  • Pay stubs
  • Tax returns
  • Social Security or unemployment letters
  • A letter from your employer

If you don’t have these, ask our staff for help.

What will I need?

To apply, you’ll need proof of income for every adult in your household. This helps us make sure you get the right discount.

How do you determine discount eligibility?

To help us figure out if you qualify for a discount, we need to know who is in your family and what your total household income is.

Who counts as family?

Use the guide below to see who should be included in your household when applying for a discount:

Do I include my children, even if they’re adopted or in foster care?
Yes. Include any children you plan to claim as tax dependents, no matter their age or if they are adopted or in foster care.

What about children under 18 who live with me but aren’t my legal dependents?
Yes. If they live with you and you take care of them, include them—even if you won’t claim them on your taxes.

Should I include my kids who are 19–26 and still in school?
Yes. If you support them and they are students, include them in your household.

Can I include my parents or other relatives?
Yes, but only if you plan to claim them as tax dependents. This applies even if they live in another country.

Do I list my spouse?
Yes. Always include your legally married spouse.

Should I include my partner if we’re not married?
Sometimes. Include them only if you have a child together or if you plan to claim them as a tax dependent.

Do I include my roommate?
No. Don’t include roommates or people you just live with, unless they are your legal or tax dependents.

What counts as income?

You should include the following:

  • Wages or salary before taxes are taken out
  • Income from self-employment Social Security retirement
  • Unemployment compensation
  • Worker’s compensation
  • Strike benefits
  • Public assistance (like TANF or SSI)
  • Training stipends, student loans, or grants used for personal costs
  • Alimony or child support
  • Regular support from someone not living with you
  • Military family allotments
  • Foster/guardian care subsidy (if the child is counted in your household)
  • Pensions or retirement (private/government/railroad)
  • Insurance or annuity payments
  • Dividends, interest, rent, or payments from trusts or estates
  • Veteran’s benefits
What does NOT count as income?

You do not need to include:

  • Food or rent received instead of wages
  • SNAP benefits (food stamps)
  • Savings you’ve taken out of the bank
  • Gifts
  • Tax refunds
  • WIC vouchers
  • Lump-sum inheritance
  • Student loans/grants used only for tuition
  • Income from selling a car, house, or property
  • One-time insurance payments
  • Foster/guardian subsidy (if child is not included in your household size)
  • Medicaid or public housing value

Good Faith Estimate

If you don’t have insurance or choose to pay out of pocket, you can ask for a Good Faith Estimate. This estimate tells you how much your care will cost. You’ll get this before your appointment. If the final bill is $400 more than the estimate, you can ask us to review the charge.

Can I get help if I don’t have insurance?
Yes. At Virginia Garcia, we never turn anyone away because of their ability to pay. We offer a Sliding Fee Discount Program that lowers the cost of your care based on your income and family size. To apply, just bring proof of income when you come in.
Can I still get care without proof of income?
Yes. You can still be seen, but you may be charged the full cost of the visit. If you’re unsure what to bring, our staff can help.
Do you provide Worker's Compensation care?
No. Virginia Garcia does not provide Worker’s Compensation services at any of our clinics.
What is a Good Faith Estimate?
A Good Faith Estimate is a written document that explains how much your care will cost if you don’t have insurance or choose to pay on your own. You’ll get it before your visit. If your bill is more than $400 over the estimate, you can ask for a review.
